GUIDELINES FOR DISTRICT SIMPLIFIED GRANTS (DSG)

  1. There will be 2 phases for the distribution of District Simplified Grant (DSG) funds. 
  2. All DSG funds awarded MUST be spent by May 15th and a final report submitted by May 31st of the year they are awarded.
  3. A DSG award does not require "matching funds" from a Rotary Club.
  4. All clubs accepting DSG funds from The Rotary Foundation (TRF) via District 5000 are liable for repayment of those funds if they are not properly used as per TRF Terms & Conditions.
  5. The allocation of Phase I DSG funds to each club is based on the percentage of Annual Program Funds donations (per Rotary club) in the Rotary year - three years prior.
  6. DSG funds will not be awarded to a club if they failed to submit an acceptable final report for the previous year.
  7. No more than 2 DSG projects can be open at any given time.
  8. All dates relate to a Rotary year starting on July 1st of one year and ending on June 30th of the following year.
  9. If all the DSG funds awarded were not used for the project, a refund check must be returned to the DRFC Chair for the balance of funds not expensed. We recommend clubs budget their project for slightly more than the grant award to ensure they spend all the award on the project.

PHASE I

  1. DSG applications must be submitted to the Area Grants Coordinator by Sept 15th.
  2. DSG awards will be made by Sept 30th.  The balance of DSG funds not awarded in Phase I will be rolled into DSG Phase II.

PHASE II

  1. Funds remaining after Phase I awards will be rolled into Phase II and made available on a first come - first served basis.
  2. Clubs are limited to one project application in Phase II.
  3. The maximum DSG award for Phase II pooled funds is $5,000.
  4. All applications received on or before October 1st will be put into a lottery and drawn at random. Applications after Oct. 1st will be date/time stamped and reviewed in the order of receipt.

12/1 Final day to submit DSG applications.

MATCHING GRANT (MG)

Phase I

8/30 MG awards will be made to qualifying clubs.  Funds not used will be allotted to Phase II MG.

Phase II

 

9/1  Earliest date for application consideration for Phase II grants.  All applications received on or before Dec. 1st will placed in a lottery and drawn at random for review and approval.
3/15  Final day of MG applications.

 

 

TERMS & CONDITIONS FOR DISTRICT SIMPLIFIED GRANTS

 

As a condition of my submitting a DSG Application, I also agree to the following Terms and Conditions as set forth by the Trustees of TRF.  District Simplified Grants support the service activities or humanitarian endeavors of District 5000.  Each project the grant supports must:

 

Respect the wishes of the receiving community; Comply with all standard Humanitarian Grant Policies and Guidelines.

 

Rotarians from the district must be actively involved in each District Simplified Grant project and will conduct the following:

 

Assessment of community needs and development of a project plan; Establish a committee of at least three Rotarians to oversee the expenditure of funds; involvement in the implementation of project; and will help promote the project in the local media.  Reporting requirements on all previous DSG projects undertaken by the club have been completed.

 

Treat The Rotary Foundation grant funds as a sacred trust to be constantly safeguarded   from loss, misuse, or diversion; Assure competent and thorough oversight of the project with clear delineation of responsibility; Use TRF grant funds only for eligible purposes as outlined herein, and will be strictly interpreted.

 

Conduct all financial transactions and project activity relating to the grant at least at the level of standard business practices and always in consonance with the "Declaration of Rotarians in Business and Professions" and in the full spirit of "The Four Way Test."  This requires:

 

Maintaining regular accounts of all transactions, retaining original receipts and invoices for a minimum of three years and establishing an inventory system for the control of equipment purchased with grant funds.

 

Exercise the highest attention to the prevention of even the appearance that The Rotary Foundation grant funds are being used in an improper manner.  Report immediately any irregularity in grant related activity to the District Rotary Foundation Committee.

 

Return any unused funds and/or interest earned at the completion of the project to The Rotary Foundation.

 

 

Appropriate Grant Implementation:

 

The use of funds from The Rotary Foundation must:

 

Promote active and personal participation of all Rotarians involved in the implementation of the project; assist in the development of stronger Rotary networks as clubs from different communities and/or nations work together to implement projects that have been initiated by a Rotary Club in a project location.  Projects which receive TRF support should satisfy the real humanitarian needs of the receiving community; not involve the establishment of a permanent foundation, trust, or permanent interest-bearing account.  Not directly benefit a Rotarian; an employee of a club, district or other Rotary entity, or of Rotary International, or a spouse, lineal descendant (child or grandchild by blood or legally adopted child), a spouse of a lineal descendant, or an ancestor (parent or grandparent by blood) of any living Rotarian or Rotary employee.  Not duplicate any existing TRF or other Rotary-sponsored program.  Exclude any liability to The Rotary Foundation or to Rotary International except for the amount of the grant.  Not be used to reimburse clubs/districts for projects already undertaken and in progress, an existing project, activities primarily sponsored by a non-Rotary organization, or for projects that are already completed.  The District 5000 Grants Subcommittee will only fund projects that have been reviewed and approved by the DRFC prior to their initiation.

 

Grant funds cannot be used:

 

For the purchase of land or buildings.  For construction of any structure in which individuals live, work, or engage in any gainful activity such as buildings, containers, and mobile homes or structures where individuals carry out any type of activity including manufacturing, processing, maintenance and/or storage; Construction of infrastructure such as service roads, wells, reservoirs, dams, bridges, latrines, toilet blocks, and water supplies and other similar structures is acceptable. 

 

For salaries, stipends or honorariums for an individual or individuals working for a cooperating organization or beneficiary; To support the operating or administrative expenses of any organization; For post-secondary education activities, research, or personal or professional development; For excessive support of any one beneficiary, cooperating organization, or project.

PROMOTIONAL GUIDE FOR DSG PROJECTS

 

A condition of District 5000 receiving the District Simplified Grant from The Rotary Foundation requires that we will promote our projects to the local community and media.  This responsibility falls on the individual clubs and project coordinators. 

 

All humanitarian activities are potential media stories, but turning that potential into effective publicity takes planning.  Develop a promotional plan to ensure public recognition for your DSG project.  Enlist support from all members of your club by sharing the project in detail.  Let each of them take pride in the project ... it's there contributions that made the grant possible. 

 

Develop a one-page summary of the activity or project.  Send this brief summary to the appropriate contacts in print and broadcast media in your community.  Tell the media about the humanitarian activity before it begins so they can consider coverage at the event.  Hands-on activities are more compelling than routine donation presentations.  Send out a Press Release days before the event. 

 

Illustrate the project with photos, video, and the testimony of those benefiting from the grant.  Offer yourself and other qualified individuals as spokespersons. Let journalists know who can tell this story best and how and when to reach them.  Be prepared to tell the story of Rotary ... our history, our purpose and how the project was implemented.

 

Ensure Rotary and your club is featured in the publications of supporting organizations or the beneficiary organization. 

 

Find ways to utilize the Rotary emblem; put it on donated items, use it on stationery and in any news broadcasts.  Ask your participants to wear club shirts and hats with the Rotary emblem proudly displayed. 

 

Install a plaque or sign at the project location identifying Rotary as the donor.  Promote your project in your club and District newsletters and web sites.
