2027 D5000 International Service Project:
GG2798203 Capacity Building for Mental Health for the School Division of Quezon City, Philippines
April 2-9, 2027
Four Main Objectives:
1. Strengthen the School Mental Health Workforce
- Pilot a structured internship program with Quezon City universities offering Psychology and Guidance and Counseling programs.
- Expand school-based referral pathways by strengthening collaboration between schools and qualified mental health professionals.

2. Build the Capacity of School Personnel
- Train registered guidance counselors, guidance advocates, Schools Division health personnel, and psychology and guidance counseling interns to deliver school-based mental health services.
- Train one designated representative from each of Quezon City's 159 public basic education schools in Mental Health First Aid to strengthen schools' ability to recognize, respond to, and appropriately refer students experiencing mental health concerns.
- Improve the quality, consistency, and accessibility of mental health support across the school system.
- Train registered guidance counselors, guidance advocates, Schools Division health personnel, and psychology and guidance counseling interns to deliver school-based mental health services.
- Train one designated representative from each of Quezon City's 159 public basic education schools in Mental Health First Aid to strengthen schools' ability to recognize, respond to, and appropriately refer students experiencing mental health concerns.

3. Implement and Evaluate Evidence-Based School Mental Health Programs
- Deliver Mental Health Literacy and Katatagan Plus (Resilience) programs in six public high schools, with one school selected from each of Quezon City's six congressional districts.
- Promote mental health awareness, resilience, early identification of students at risk, and timely referral to appropriate services.
- Evaluate program implementation and outcomes to guide future expansion across the Quezon City Schools Division.
- Deliver Mental Health Literacy and Katatagan Plus (Resilience) programs in six public high schools, with one school selected from each of Quezon City's six congressional districts.
- Promote mental health awareness, resilience, early identification of students at risk, and timely referral to appropriate services.
- Evaluate program implementation and outcomes to guide future expansion across the Quezon City Schools Division.
4. Ensure Long-Term Sustainability
- Establish a sustainable workforce pipeline through university partnerships and a structured School Mental Health Internship Program.
- Develop an Internship Program Guide for the Quezon City Schools Division to support implementation of Republic Act 12080 (Basic Education Mental Health and Well-being Promotion Act).
- Transfer training curricula, implementation tools, and program resources to the Schools Division Office and partner institutions.
- Develop up to 20 local trainers who will continue training school personnel and expanding school-based mental health services beyond the Rotary Global Grant
- Establish a sustainable workforce pipeline through university partnerships and a structured School Mental Health Internship Program.

The D5000 International Service Team works with local clubs to develop international projects and design global grants of higher quality and greater scale by leveraging local Rotarian expertise, establishing connections between clubs in the district and a host or international partner, and creating a network of local experts to help with project planning and the grant process.
